Ayatollah Khomeini and the Presumption of Innocence: Decree on the Establishment of the Islamic Revolutionary Tribunal
Decree
Subject: Speedy Trial of Traitors
To: Mehdi Bazargan, Prime Minister
Date: 2 Shahrivar 1358/1 Shawal 1399 (24 August 1979)
Venue: Qom
His Excellency Mr Engineer Mehdi Bazargan
In view of the crimes perpetrated against the Iranian nation by heads of state agencies, and security and military departments, substantiated with well-documented and compelling evidence and reasons, which, legally and religiously, warrant punishment, you must convene a revolutionary court via the Judiciary, as soon as possible, and give them their just deserts for their criminal acts, in accordance with Islamic court procedures, to somewhat lift the spirit of the martyrs of the path of freedom and independence, who are awaiting the punishment of this century's executioners. Their trial must not last longer than two days. They are [already] convicted but their trial must be held in the presence of domestic and foreign reporters. Peace be upon you.
[Signed] Ruhollah Musavi al-Khomeini
